It says Victualler, which usually means hotel keeper.

The two former replies are refering to a Licensed Victualler.  You don't give a date as after about 1875 it was used for a Pub keeper as well.

However a victualler usually does not refer to the alcohol trade but to someone who provides provisions (food drink and other) to the forces, ships, groups of workmen or sometimes the general public.  In some regions of Ireland it was used to specifically mean a butcher.
