Nope - the Ellen in 1891 as a married lady with Sydney P is the same lass born 1856/7 in  Branscombe as I've highlighted in 1861 - 1881.

marraige 1882 i know that her brother GEORGE DOWELL
married SIDNEY'S sister CORA PERRYMAN at the same time
im going to have to look into this i think your right she must have shortened her name to ELLEN??? ::)

No reason why not.  I have a lady who was baptised Eliza but she took to calling herself Eloise in her later years.  Another who was baptised and buried as Millicent, but was known for the rest of her 80+ years as Amelia.
