wonder if any one has any idea were i could look for a possible adoption in 1903 in the thanet area  (ramsgate)  I have tried all the usuall places without any luck

There were no formal or legal records of adoptions prior to 1927.  Before this many were done within the family or local neighbourhood even.  You may be unlucky.  :(
