I think we can safely predict that if a PC continues to malfunction after a hard drive has been reformatted and had a clean install of Windows that there must be a major hardware problem. 

It's one of those 'process of elimination' situations.  After clean installing Windows gcar reported that the processor was permanently running at 100% so it sounds like an I/O (Input/Output) related problem and they have diagnosed it as such.

They may need the use of another PC to check the condition of the hard drive.
