The "Notify" button

When somebody replies to a topic that you have started or posted in, you get an email notification to tell you so.  Sometimes, people post in topics that often get very long (say like this one with 11 pages
http://www.rootschat.com/forum/index.php/topic,176143.0.html ) so if you no longer wish to be notified every time somebody posts in that topic, you can click the "notify" button and click "disable notification".

I'm not sure what you mean by "pole ratings"

It is if you need to add a poll (ie questionnaire) to your post as in this one
