DRINKWATERS in WW2

In WW2 (from the Indian Theatre of War), my grandfather writes home to my grandmother about the DRINKWATERS (stealing stuff).  He writes as if she knows who he is talking about so are the DRINKWATERS a type of batallion/regiment or are they persons by the name of DRINKWATER who I must assume my grandmother knew ???
