Holywell Penitentiary

I found my 2 x Great Grandfather sister, Ellen Filler, b. 1845 Hoddesdon, Herts, to be in the Penitentiary in the 1861 Census. (she was recorded as Ellen Feller)

Could anyone tell me how to find out why she was in there?

Travelling to Oxfordshire RO isn't really an option as I live to far away, is there any other way?
