Wiltshire 1861 lookup, please

I'm looking for Thomas James Watts in 1861.  He was born about 1838 in Malmesbury.  In the 1871 census he's listed as Thomas Watts, then in 1881 as James Watts.    In 1871 he's married to Fanny (no maiden name known yet) and has 3 children.

I presume from the way you have worded your question you have James alone in 1881? He is with his wife and 5 children and 2 "Stone" boarders.

There is a marriage of Thomas Watts to Fanny Jordan in jun qtr 1865, Cheltenham (Fanny's place of birth as shown 1871 census)

1851 census

John Jordan - head - 34 - Farmer - Cheltenham
Elizabeth Jordan - wife - 28 - milliner - Evesham?
Ann Jordan - dau - 14 - Cheltenham
Fanny Jordan - dau - 8 - Cheltenham

how do you know his full name is Thomas James Watts? I can't find him for sure in 1841/51 or 61?

Yes, you have a point there -- we're actually guessing that his full name is Thomas James because he's Thomas in 1871 and James in 1881, and we do know that he had a son named Tom James and also a grandson named Tom James. 
I have found the 1881 record with James and his wife Fanny and sons and boarders.    We're not sure of Fanny's maiden name, though.    I had found the Fanny Jordan / Watts marriage record on FREEBMD, but also found a couple of other Watts/Fanny ?? marriages along the same time frame.   I hadn't seen found that Fanny Jordan census record though, thanks.  She seems like a good possibility...
