It was and still is a little bit new to me but I believe Record Offices do have lists of Wills, those in my experience being Liverpool which have a shelf full of green books giving the listings year by year and Preston (the main Lancashire Record Office) have a cabinet full of microfiches.
Your local Record Office will tell you if they hold any, which years and which areas as some might only have those local ones yet others might hold the indexes for the whole country.
