Thankyou for your info . I,ve managed to now locate marriage certificate and name of  William Rowan's wife's father .

If they stayed in Liverpool and the birth.father was local.the morher may have taken out an affiliation order .

These are hard to find too
I.paid a records office to.locate my.grandmothers from 1899
& made initial inquiry.by phone document was emailed to.me

Dna confirmed the answer  id recommend that too
