Just in case anyone else finds thread and is looking for Simeon Webber, there is a write-up of some research on him at: http://parallax-viewpoint.blogspot.com/2015/05/who-was-simeon-webber.html.

There are at least two different Simeon Webbers whose lives often get mixed up because the evidence is not obvious for either of them.

I hope this helps others who may have reached a brick-wall with him  ;-)
