How to place one image on top of another.

I have two images and I want to put on on top of the other without changing  them can you tell me how it is done please.
One is my grandfathers medal card and the other is his medals.
I am using adobe. I also do not know how to include both photos at one time

First Image: > Image > Resize > Image Size
Check width and height (cms) and dpi
Second Image: Same procedure
If different make dpi the same by changing one
Select image with largest height and change it to equal the other one's height
Calculate the sum of the two images width
Open a "New" image   > File > New
Put in dimensions of common height of originals and sum of their widths, and open
Drag each of the original images into it using the Move tool and mouse
Job done  ;D

sounds really complicated.
I want to be able to put them one on top of the other, but I will have a go.

It is a pity that you havent taken , a whole pic of the medal card , It will make it easier to work with.

Scan your photos at 300 to 600 ppi for best results

Scan at 300 plus for restores please. Scan at larger dpi for small photos. Don't forget to crop the scanner bed out! (Them's the white bits)
