Picture of great uncle..can it be saved

I was sent this picture of my great uncle but it looks to be in rough shape.  Can anyone help fix it?  I've scanned it at the highest resolution I could..600 I think so hopefully that will help some.

Here is a quick tidy for you
WOOD in  Hunslet  area of Leeds , West Yorkshire
WOOD in Knottingley , West Yorkshire

Scan your photos at 300 to 600 ppi for best results

Thanks Pete and woddentop!  How did you get rid of the honeycomb on the picture?  The effect is so soft!  I'm really interested in knowing what programs you all use and how you get the effects you do.   8)

These are all amazing..Thank You!

I still can't figure out how to copy an image (ie: missing lips) to the opposite side.  Been playing with my program here and there but all I can do at this point is straighten the photo and resize it! :-[  And jdiaz, you're right, black and white is a nice effect as well.  Can color also be added?
