unknown family member

This old tin photograph was found in a box of old photos owned by my late grandmother.  I have no idea who this man is, but he resembles my father and brother so he must be family.  Could someone give it a go and clean it up for me.

All very nice, thank you.  Can anyone identify what the object is that is wrapped around his right hand?

with brightening and zooming, it looks like a finger stall. he seems to be hiding it with the paper.
Sorry if thats a let down !

It looks like a cast for a broken finger to me (I had one when I was a kid)
