I am not sure how important this picture is to you, but if you want a really good restore, you need to post a bigger picture.  You might even find a family resemblance 

If you are not sure how to do that, read Cazza's posting thread at the top of the photo board.   

It is amazing how much detail can be brought out, sorry I can't help you with a date

I am no expert on this, but I don't think you can make the one on this thread any bigger, that is our problem.  You need to scan it higher, as in the tutorial by Cazza and then repost it.  It may not be worth the trouble to you, but if it is, your end result will be so much better.  My suggeston is to read the tutorial and see if you think you can do as it says, Caz has made the process very simple, so you shouldn't have any worries.  but the decision is yours as to how good a restore you want, for printing etc.
