You'd have to order William's marriage cert to check if his father's name and occupation match. 
I don't think he was William E however. The matching birth registration seems to be:

I'm not sure I understand your question - yes, the above is the 1901 census entry for a William Toon age 5 born Ratby. However there are other William TOONs born in Leicestershire.

You need to work backwards from what you know, that's why you need the actual marriage certificate.

Yes, the registration district for Ratby would be Market Bosworth.
Ask your grandfather if the names of the other children ring a bell with him
