Aged 38 in 1901 Census.

I don't have a detail/info going that far back.

The date does fit.

Is there many other entries around that time for William Toon, not a really common name.

Just a word of caution: There are several William Toons around, and census information isn't always 100% accurate therefore his age could be a little out. I'm not able to find a definite match for your William Toon on previous census ...
(Now I'm not saying the one from the IGI isn't him ... just that you'd need more evidence)
