I don't have a detail/info going that far back.

The date does fit.

Is there many other entries around that time for William Toon, not a really common name.

Just a word of caution: There are several William Toons around, and census information isn't always 100% accurate therefore his age could be a little out. I'm not able to find a definite match for your William Toon on previous census ...
(Now I'm not saying the one from the IGI isn't him ... just that you'd need more evidence)

If you enter William Toon born Leicestershire ca. 1862 you'll see that there are quite a few candidates (plus possible mistranscribed entries), none of which is an exact match :-\
