Scrimnet is spot on. Cap badge is called the thane of Fife. the uniforms about 1910. Another guide to the Fife police of this time is that they wore their chinstraps on their chins. Take a look at the Fife Police site for more info on this unit .

White gloves then were issued for dress and for traffic control in those days of more civilised road systems.

Seems a funny way of wearing the whistle too, different to other ways i have seen. Great photos Scrimnet. Note how the Sgts collar is embellished with silver piping as compared to the Constables plain collar.
