my friend can't find NEW TOPIC on her screen!

Hi all, I have introduced a new member to this site but each time she gets on (she wants to do a post) she can't find the new topic tab, it shows notify and new poll only, how can she go about starting a new message please?

Your friend must register , and log in

My friend has registered and logged in that's what we can't understand why the tab for a new topic is not shown, but Notify & New Poll are.
