1891/1901 census look up please for William Mansell

Could someone please help me find where my grandfather was born?
He married in West Derby,Liverpool in November 1918 and his age was 27,his occupation,Mariner R.N (fisherman)
His address given was 45 Douglas Street,Kent,this could have been his lodgings as he was in the Royal Navy.
His father also named William was a fisherman

Any help at all would be greatly appreciated,

closest I have so far found on the 1901 is

Frederick Mansell boarder age 49 born liverpool a ships rigger
hannah j mansell boarder  age 42 born cheshire
John F Mansell boarder age 10 born liverpool
William c Mansell boarder age 7 born liverpool

they were living at 6 st marys grove walton on the hill

Many thanks for looking but unfortunately I don't think these are the Mansells I am looking for.
I would think my grandfather William would have been about 10 years old on the 1901 census and on his marriage certificate his father is also named William and a fisherman.

I have no idea at all.
I am told that in 1918 when my grandfather married that 45 Douglas Street was in Deptford, but as I say he was in the Royal Navy and this could have been his lodgings.
