Ticehurst hospital/Asylum records

I have a William PLUMSTEAD died Ticehurst 1913.
I suspect he may have been a patient at the above hospital.
If there is anyone with access to these records could they kindly check if this was so?

Geting his death cert would confirm where he died,and thus whether he was in the hosp or not, as a first step.

I know the records of the hospital were deposited in the Wellcome Library in 1980. I was hoping that one of the local FHCs had copies of these records.
Clinical records are subject to the hundred year rule but other records (deaths, inmate registers ??) are closed for only 30 years.
Always optimistic.
