Shrewsbury Prison Inmate

In the 1881 census one, James Bedford,  aged 18 is shown as an inmate of HM Prison Dana in the Registration District of Atcham. His offence could not have been too serious as he get manages to get married in Newport in the first quarter of 1883.

Is there any way of finding out why he was in prison?
Morden - london area; Turner - London area;Hubbard -essex(thorpe le soken); Price - London area
