When you get around to Folkestone, there's an excellent book called 'Tales From the Tap Room' which covers all the public houses in the area and mentions many of the publicans over the years.

You are also welcome to look at my site for the Westcliff Shades (profile) although it's basically centered around the 1970's so although there is a little history there, I hadn't gone into all the previous landlords in any detail so probably not much help for your project.
