Either he is overwhelmed with the gravity of having his portrait done or he is utterly unimpressed with the duds his mother made him wear ;D It's a rare photo, either way.

The proprietor of The Tower Bridge Photographic Company was Arnold Louis Jarchy (b1858 d1901) His studios included,

Tower Bridge Road, Tooley Street 1902 to 1907
200 Tower Bridge Road, Tooley Street 1907 to 1908

After his death Arnold's wife took over the running of the business under the same name.

to be honest no I don't think that it is a boy. The outfit of straw hat and cape is more likely to be worn by a young girl rather than a boy.
