High Constable of Wentlooge

Can anyone tell me how I can find out more about Richard Jenkins who was the High Constable of Wentlooge in and around 1859?        I have this information from the gravestone of his wife and some of his children at Bedwelty.

I have tried to google High Constable and found nothing.    Richard Jenkins 1808 was also a wine and spirit merchant.
