The answer to your queation is yes
It will take a lot of work but it can be improved
It would help tremendously if you had another full facial of the damaged lady as it will be almost impossible to get a true resemblance of her face - if you had another photo a restorer could transpose the face to this photo to save a lot of work (and disappointment)
