Best i can make of the first letter is a U  :-\

There was such a task as upper binding  in shoe making- done by women before the introduction of machinery.

Yes - I was thinking along the same lines - that "[something] Binder" could be something associated with shoe making.

i thought it was a 'V' or 'U' but it didn't make sense the Binder is quite clear.

Any clues as to the occupation on earllier or later census?

The top of the first letter looks to curve at the top right, with perhaps a very feint stroke downwards. I wonder if the mark before the p is part of the first letter? Still, nothing really makes sense before "pera" ... except O ...

are you sure the second / third letter is a P and not a small H elongated ?
