You'll need a better picture I think to get recognition - this pic is allegedly Chelmsford (Essex) 1907 and the uniform looks quite similar.  I would guess the helmet badge would be the main distinguishing mark.

Sir Eyre Massey Shaw introduced uniforms and the brass fire helmet (as seen in your photograph) whilst in charge of the Metropolitan Fire Brigade (now The London Fire Brigade) from 1866 and 1891. The uniform and helmet was picked up by all the regional fire brigades during that period and did not change much for 70 years.
