This explains why David Slater was in a Reform School on the 1871 census

Derbyshire Time dated June 1, 1867

A miserable looking little fellow who was well whipped 2 months ago for petty larceny, named David Slater aged 10 years was charged with stealing one shilling from a till in a pork butcher's shop belonging to Mr. Samuel Hadfield, South Street Chesterfield on the 20th instant.  ----- in then describes how he did it and was observed plus 2/- from a shop in Beet well Street.
He pleaded guilty. Superintendent said he was the victim of lazy and bad parents. Sentenced to one month imprisonment with hard labour and then to be sent to a reformatory school for 5 years .

There is this marriage 1928 of David Slater to Mary A Berry at Chesterfield

Is it possible that after his first wife died (Mary Ann Lamb 1876) they finally married?

David is the son of Richard Slater and Ann Parker reg. 1856 he has a sister Mary age 1 in 1861 census
I cannot see a registration for her and a sister Melicent born 1862.
Millicent married Amos Theobold 18 January 1880 she was 18 he was 20 image on ancestry.

Possible death for Father Richard 1887 reg. Leicester age 53
