Thank you everyone.  Seeing the enlargement certainly helped and I think it says Harb.

That does seem to be an explanation of the whereabouts of Jersey "in Brit seas".  They probably put that because of the St. Helina bit

The Islands in the British Seas were the Channel Islands and the Isle of Man. It should be St. Helier, Jersey not St. Helena.
