Pau Midi France seem more reasonable than Paris
Blanche's Mother fanny was blighted with tuberculosis and died not long after Blanche's birth.
Sam the father was of considerable means and a holiday in South West France for a person with pulmonary problems would seem to be explicable

Does anyone know where Pau is?

South-western France - foothills of the Pyrenees. Apparently much favoured by the English in the 19th century on account of its climate. It was apparently known as 'Pau, ville Anglaise' because so many British people spent time out there.
