I am not sure if you have the 1881 census detail but this is the only match in the Welsh region:

   Dwelling:   23 Brewery St
Census Place:   Merthyr Tydfil, Glamorgan, Wales
Source:   FHL Film 1342280     PRO Ref RG11    Piece 5318    Folio 19    Page 3

Sarah HAYS   M   30    F   Dublin, Ireland

Dinah KELLY       8    F   Merthyr Tydfil

I cannot find Thomas Hayes (and variants) in the 1851 / 61 Glamorgan Census  :'(

There is a Thomas Hayes lodging at 39 Quarry Street, Cyfarthfa, Merthyr Tydfil on the 1871 census - Puddler - age 22 but it very clearly states he was born in Ireland!!
Davies, Edwards, Evans, Griffiths, Hughes, James, Jones, Morgan, Nicholas, Powell, Prytherch, Rees, Williams in Glamorgan, Brecon, PEM, CMN & MGY

NigelG could well be correct here. There do seem a lot of Irish Hayes in the census returns. Even if you do not find an Irish link with Thomas If the 1881 census detail is of your family then the wife's line Sarah Hays is from Dublin, Ireland!  ;)
