Sorry but I've been looking for your William and Mary Jane as Lipscombe on the 1901 census but can't find them.  Can you be more precise about their location?
Of the 2 Mary Lipscombes born in Sussex in 1901, one was considerably older and the other was residing in Portslade, but her age (27) doesn't seem to match with the other info you have given. 

I did find the couple's marriage in Staines in 1898 and two of their children, one whose birth was registered in Brentwood and another back in Staines, but get the feeling that somewhere along the line your Mary has found it necessary to be a little less truthful about her year of birth.

Do you think the one in Portslade is her (born c 1873) for that may help you find her on the 1881 census to start with.

Births Jun 1921 Lipscombe  Phyllis V K  Reed  Staines  3a 37

Thanks for the update on the 1901 will go back and see if I can spot anything.
What are her son's names and why do you think she did not say she was born in Sussex?

Found the 2 kids you mentioned in Feltham (Joseph and William Lipscombe) and a number of Brighton Reids, but no sign of the parents William & Mary Lipscombe.  Only Mary around the age you gave came from Walthamstow and lived in Enfield.

I can't think the parent's surname has been miss spelt otherwise the children's names would be wrong too, therefore can only think the parents have been missed off the 1901 index altogether.  Do you have an actual print out of the 1901 census showing them?

Best fit I can find on the 1881 is an Elizabeth Jane Read who may have preferred to take her mother's name.
