Change of child's surname in ON. Any register of this &/or adoptions?

 Is there any register in Ontario that would show that a Toronto resident had changed her child's surname in the period 1940-48?[probably happened in the earlier years of this time frame]

Is there any register of adoptions for this same time frame? Maybe the male in the household adopted the child and gave him the surname HARGREAVES.  Would such an adoption have required the permission of both the child's parents or would the mother's permission be sufficent?

The change would have been  to the surname HARGREAVES- sex of child unknown but the child would have been quite young.
It is possible that the mother also changed her surname to Hargreaves- don't know her prior married surname.

This is fishing as other ways of finding the answer seem exhausted and advice, guidance, help etc very welcome.
I'm not at all familiar with Ontario or Canadian law.

The government records will not be available, unless you are one of the persons mentioned in the Adoption Information Disclosure Act. See:

Thanks Linda.
 The adopting person was my uncle, if in fact it actually occured,  so maybe that is not close enough.
His grandaughter is also interested and maybe she is closer .. will see what it says about eligibilty for accessing the info.
