I suppose James might not have been his first name? it could have been something James New couldn't it... I was given the impression they were from Lechlade, but can't find that at the moment...
If it's the Winterbourne Monkton lad, he was in Preshute, Wilts (as Frederick G New) with his widowed mother and siblings in 1901: RG13/1924 folio 97 p5
and this looks likely to be his parents' marriage
