The Arsenal, St Martins 1851

In the 1851 census ny ancestor Philippe Rondel seems to be and Arsenal Keeper in St Martins district.  The rest of his family are at his farm(26 acres) in Trinity district.

Can anyone tell me about the Arsenal at that time and why a fairly rich farmer would be it's keeper
