Any idea what regiment ?

Thomas William Walker 1892 Keswick was not a fighting man but worked as a quarry man in France supervising German Prisoners of War.  He lived in Cockermouth and was deaf. Which regiment was he likely to be in?

I was wondering if perhaps he was with the Labour Corp; best to see the photo first though before deciding.  ???

the outside and crown look similar not
too sure about the centre

This is another member of my family on my fathers side.  He was definitely Royal engineers.  Would you say the badge was the same then?
