But, he was alive in the 1861 census and his wife was a widow by 1871...

Returning to the original question, I have a 1912 death cert for a rellie who died of pulmonary tuberculosis in Manchester Workhouse, but the cert also lists her "home" address (the same as on the 1901 census).  Her daughter, the informant, has the same address.

"Hospitals for Infectious Diseases

In order to prevent the spread of infection, special hospitals were established to isolate patients with contagious diseases. Some of these hospitals were run under the control of the local Medical Officer of Health, and others within the workhouse. In many instances, there was no charge to the patient to encourage them to enter the hospital in order to protect the public from exposure."

The family were not in the workhouse at the time of either census, I would suggest the deaths occurred there because they were patients in the infirmary.
