Cullen - Arthur

We have an Arthur Cullen in our tree who was married in Deal Kent 1784 aged 24 years to Mary Epps.  Therefore born c. 1760.  He was a husbandman.

Has anyone any ideas as to how we can find out where this Arthur Cullen was born.  Also who his parents might be.  If it helps, his childrens names were:-
William; Thomas; Arthur; John; Joseph; Sarah; James; Richard; Stephen; Ann; Elizabeth; and Mary Ann.
