Meaning of initials in census

I have an entry for 1901 census.
An Eliz Palmer born 1898 a patient in Plaistow Hospital Westham Essex. In the where born it state ENG CNS.   I assume that the ENG means England but does anyone know what the CNS may stand for.

   On the original there is a question mark for place of birth. Could CHS stand for county not stated.

Hi Jennean,

It doesn't seem to be a common abbreviation. Now looking at the census page, I see nearly all of the patients have the same - I'm guessing it's supposed to mean something like 'county not stated'  :(
