Don't think WW2 medal index cards are downloadable yet.  The Seamen's Rolls are available.  But,  WW2 is not my particular forte, so don't take my word for it.   :-\.

I suppose the question could be asked...Did he go to Russia?

The medal covered the period 1914-1920

Interestingly, the criteria for the Victory medal states that....

"Issued to all who already had got the 1914 or 1914-15 stars and most of those who had the British War Medal..."

The Victory Medal was issued 1914-19

So are we looking at a chap who did home service to 1919, and went off in 1920...Which is why I suggested Russia
