i know that his son thomas was Thomas goddard hartwell  married millicent fowler

and i have william robert hartwell b 18 dec 1837 birth reg in 1938, he married sophie baker

I have his father down as william but thats all

Have you had father William from family search?

It is member submitted so has to be treated with caution -but it does look like they may have d.o.b. correct - well at least a late Dec birth would fit with Mar qtr following year reg.
There is this family-  but only a guess-birth cert needed to be sure
