Illegitimate child, Aberkenfig

This is a long shot, but my great grandad Percy Price was born in 1889 to Ann (Annie) Price, in Aberkenfig. Do any records exist of payments made by the biological father (think they're called the Bastards Register?)  On the offchance that he was made to pay for Percy, are the records viewable? On the 1891 census they are in Aberkenfig still. There is no father named on his birth cert.
