The 1851 HO107/2392 Folio 252 page 69 just has her  b. Northumberland  and aged 12

She isn't with her parents & siblings in Monkwearmouth in 1861 - this census gives them all as born Sunderland 
Can't see a Lowther b. Gosforth in the 1861

There are quite a few Anns b. Gosforth circa that time on the 1861 though but I can't find a marriage

Durham Registration is giving a marriage to a George Wilson, Durham Central in 1861 and I note that Maureen has Wilson in her Durham Surname listing

Most of the Census give's Ann's place as Gosforth Northumberland.
1841 Census she is living Monkswearmouth with her parents and it says not born in Country.
Ann was living with the Wilson family on the 1861  Census (mispelt Lowthian
Ann married their son George Wilson 21st Sept 1861(I have the marriage cert)

The Birth cert that you said about  Tynemouth Dec Qtr 25 384 was the one I did order from GRO they emailed me back today to say that Cert hasn't got William as the father.I am wondering if Ann's birth was registered. maureen

It might not have been as it was still early days as far as registration was concerned.

I checked the full index 1838-1840 but could only find the Tynemouth one 

Is it worth asking the local office (it would be Newcastle now) to do a search - Ann Lowther 1838-1840, father William, mother Mary?  Sometimes names get missed off in the transfer between the local office and the quarterly national returns.
