1861 census ~ Croydon

I am trying to find two illegitimate sisters.

Philadelphia Ford born Dec 1851 Norwood, Surrey
Frances Ford b abt 1854 Lambeth.

Their mother Eliza aged 27 is living at
Adelaide St, Croydon, Surrey 
1861 RG9/450 Folio 114 pg 31

Any help would be great.

I see in 1871 Philadelphia is living with her uncle James Ford, and I can see her in 1881 married to George Whitfield (as 'Phillis') and then again in 1901 as Philadelphia Whitfield, but I can't find her earlier.  I'm also having trouble seeing Frances' birth indexed on freebmd.  I suppose it's possible they were at some sort of institution and that's why we're having trouble finding them.  Or they're using the father's name.  ???

It would be worth going through and checking all Eliza's siblings can be found in the census, and looking for any girls of approximately the right age in or near their households.  Was Eliza living with her family in 1851?

I did check all Elliza's siblings, and they are not with them.

On the 1851 census, Eliza is a house servant living in Norwood, Croydon.
1851 HO107/1601 Folio 631 pg 41
