Can anyone repair this for me please

Hello all,
I can normally do my own photo repairs and restoration in a small way.
This one is a bit of a challenge, if anyone has more experience and a better programme than myself, would you be kind enough to see what you can do with it for me, many thanks in advance.

Heres a quick clean up
You would get much better results if you could rescan it at 300-600 dpi
Original posted is at 96 dpi
Higher the resolution the better the restore
