Unknown Service uniform

Below is a picture of a family member, Reginald ( Harry) Carruthers.
We have very little details on this man, but would like to identifie the uniform.

The photo was taken in 1926, I have tried to scan the button in but cannot get a good enough image, thoughts at the moment perhaps Navy, Police or Fire service. don't thinks its Army or RAF.
Sorry not much, but would be grateful for some thoughts..

Hi  :)

There is a possibility that he is a soldier and that he is wearing a blue patrol jacket, a walking out jacket, with  the chevrons appearing to be gold stripes which would fit with him being a Sergeant.  I believe policemen had numbers on their jacket.

Can't help with the medal ribbons though.  :(

Just spotted that Ancestry has a medal card for a Reginald Carruthers.  He served with the Lincolnshire Regiment and also the Labour Corp.  He was also awarded two medals.

Great Start atom, BUT! and sorry.
I have only just been told that this man had his named changed in 1930 to Reg Carruthers.
His original name was Hienreik Carl Kubitzsch / Kubitzech, the name he would have been using at the time of the picture taken. would there be any chance that he might be found on the medal card index?.

If we've got the right one, he did Ady, full card is on A***y.

I don't know how much you know about him, but he was living in Sydenham (London Borough of Lewisham) in 1901, with mother Florence and sister Elsie. 7 week old brother Samuel was in Lewisham Union Infirmary.
