blurred photo how to get rid of the blurring

Can anyone help me I have a photo on my Pictures and its blurred how do I take the blurred effect off I want to send it to someone can you help please and also how do I make it smaller to put in e mail

If it's blurred there is nothing you can do.

To send it by email save it as a Jpeg (compressed file).

Blurred photos are very difficult to deal with, but I can at least improve mine a bit by using the 'sharpen' tool and resizing the image to make it smaller.
