picture needs identifying

hi, i have this picture in my possession. am not sure if it is a tsar a or a pope.
i am posting the hat of the picture as it may help in the identification.
Williams: Morriston Llangyfelach, Clydach Pontardawe
Jones: Monmouthshire, Caerphilly, Llandefeilog Carmarthen
Hutton: bells hill co. Down, northern Ireland and Dublin
Price: Caerphilly
Lewis: Pembrokeshire
Devonald: Moylegrove Pembrokeshire
David/Davies: Llanelly camarthenshire
Clement: Glamorgan

I think it is more likely to be a pope rather than a tsar.  Any clues in the background?

So no clues in the background!   Can you post just the section showing what appears to be the name..........there are some Rootschatters who are very good at deciphering.
