Looks like the same as the 1891 as you say adopted son on the census sheet

My grandfather was Tom Maxey and he was the nephew of alderman maxey. 

If I remember rightly he was adopted and took the name maxey and then went on to be mayor a number of times.  There is a portrait of him as mayor in the town hall (or at least there used to be)
